That is the coat working properly, and the job is to get the dead undercoat out rather than to shorten what is left.
A shaved double coat in a climate like this is a genuine mistake rather than a style choice. It can come back patchy and soft, and the dog loses the layer it relies on in both directions. Ask for a rake and a blow out.
