Western Washington is damp for months at a time, and persistent damp is a different problem from heat. A coat that never dries fully between walks holds moisture at the skin, and the matting starts on the belly, the legs and behind the elbows where the coat dries slowest.
Drying properly after a wet walk prevents more matting than brushing does. East of the mountains the climate reverses into dry summers, brittle hair and grass seed, so the right routine depends on which side of the state the dog lives on.
